Challenge

Sharnbrook Railway Tunnel experienced multiple interventions (track, electrification and strengthening works totalling approximately £15M) under several different contracts during the course of the London to Corby Capacity Improvement and Electrification Project (£1.2Bn).

Network Rail required evidence that these works had addressed all aspects of the original design requirements before electric trains could be allowed to use the tunnel. If this was not provided in a timely fashion then there was a risk of delay to the commissioning of the London to Corby Project.

Perspicacity Consult was engaged to investigate, identify outstanding works and ultimately demonstrate that the completed works fulfilled the design requirements.

Our Approach

  • Oversaw the bringing together by the designer of a single, comprehensive list of design requirements.
  • Oversaw the mapping of completed works to the design requirements to identify omitted and incomplete works.
  • Organised and chaired a workshop to identify changes to designed works and installation methodologies where their implementation on site was encountering serious problems.
  • Oversaw procurement of and then Project Managed a new contract to complete designed works as yet not undertaken.
  • Held a contractor to account to force remedial works where Contracted works had not been constructed as specified.

Outcome

All outstanding works were completed and all defective works were rectified. This enabled assurance documentation to be signed off for all project works within the tunnel, allowing commissioning to commence as planned and ultimately preparing the way for hand-back of the tunnel to the asset owner.
