Challenge

Network Rail’s nationwide Miniature Stoplight signalling system project fell significantly behind programme and was exceeding budget after 2 years.

In addition, there were poor relations between with the design and build contractor and Network Rail Regional Asset teams who would ultimately take ownership and operate/maintain the new signalling equipment.

Perspicacity Consult was engaged to turn around the project and relations with the design and build contractor.

Our Approach

  • Clarified the project’s chief aims and the key internal stake holders and added key elements of scope that had been missed at the project’s inception.
  • Identified the issues preventing the project from advancing and their root causes.
  • Developed a robust programme based on frank discussions with the contractor and other stakeholders to take the project from it’s current position to its conclusion.
  • Met repeatedly with the end users (who would take over the ownership and operation of the asset) to rebuild trust and secure their buy-in to the technical and programme decisions my team were making.
  • Used face to face meetings and telephone conversations to build a good working relationship with our design and build contractor.
  • Managed the project expenditure and cost to completion.

Outcome

Significantly improved relationships with the contractor’s project team and the Network Rail Regional Asset teams. Succeeded in delivering the new signalling equipment installation and commissioning to an agreed recovery programme and budget.
